@Jan What on earth made you choose THIS version?
To be honest, I had a punk cover onf this on CD and thought it was on a bouncing soul record, but searching bouncing soul and cheers theme or punk rock cheers came only up with the gimmes version.
By now I remember that it was indeed Rythm Collision who had that cheers cover on a live album.
Since all the punk albums turned up as guesses I am trying to connect a me first and the gimme gimmes album

@scotthilk has directly referred to Have A Ball as the "best cover album ever!" so it's a solid guess.
I had three MF&tGG albums I'd been eyeballing pretty hard for the past hour or two and this was one of them.
 
Wanted to get it in before I show my work:

1. Covered the Cheers theme.
2 & 9 Bar often found in Bowling Alleys. Plus, at least one of these boys is a drinker (Fat Mike).
3. Song I Am A Rock
4 & 5. Still the hardest to tie admittedly. Some of the artists covered had songs often played at sports events? Or just the cover art being a reference to sports in general?
6. American band, Americana artists covered.
7. Band formed in San Fran.
8. Cali reference, around the world = Leaving on a Jet Plane and/or Rocket Man
10. 12 brought up multiple times, album is 12 tracks.
11. The discussions around NUFAN and side/solo projects.
12. Skate punk/ska references. Also band was on Tony Hawk: Shred.
13 & 17. Cape = Joey Cape, member of the band.
14. Not guessed yet.
15. More skate references and did play Warped Tour.
16. Side project reference? Worked on this while with other bands? Also covered Paul later on.
18. Someone guessed the band, but not this album, as well as other related bands, I would consider several warm guesses.
19. Word search something you may see someone doing at a bowling alley while they wait/kids bowl? I also saw me in there. Honestly, I got nothing on this one.

Just thought of a crazy link for #19. Word searches can be like finding needles in haystacks. Bad Astronaut covered Needle in the Hay. Elliott Smith raised in Texas (#4?). Plus, add the Joey Cape connection.

Superman is mentioned in Filthy Phil. (even though apparently the superman clue has nothing to do with superman).
America is mentioned in Freedom Like a Shopping Cart. (The flag also reminds me of war on errorism?).
Release the Hostages is a pretty great bar/drinking song. (fun fact, I quoted this song in my senior yearbook)
The number 8 having nothing to do with it isn't great because of August 8th.
They've been on warped tours and on a tony hawk game.
Paul McCartney Ram On... well there's a sheep on Heavy Petting zoo's cover too?
