I'm guessing K'naan - Troubadour. Nominated for Polaris, he sang on a charity song for Haiti, not sure about anything else.
Troubadour is a French word?

Tying in the Belafonte / Angelique-O clue, Melissa Laveaux has a song called Angeli-ko on her most recent album - Radyo Siwèl. I have no idea if any of this is related, but this album is cool as hell, so my time has been well spent!Sooo... I randomly came across the artist Melissa Laveaux. I'm not famliar, but she seems to fit some of the clues..
Her parents are from Haiti, she went to school in Ottawa and subsequently moved to Paris. And she apparently covered Crazy in Love on the deluxe version of her album Camphor and Copper (which was put out by Parisian label No Format!).
Dominique Fils-Aimé "Stay Tuned!"
Canadian-haitian from Quebec. Album was nominated for the Polaris prize too. Even if this is not it, you should give it a go, it's hot.

I love that movie. I subconsciously quote it so often that when I eventually watched it with my wife, she had several "that's why you say that" moments.
