This isn’t a guess but in the course of research I read this wiki page and HOLY SHIT! This album pissed off the Nigerian government so much they killed the artist’s mom!! That’s fucked up!!!

Alright dammit. It's time to get serious.
Hint from the first page.
1.Don't take the 20 albums thing too literally. I didn't really count, but what I meant is that there aren't many releases pre-1982 that match both the UEFA and the Puzzle clues, which takes me to my second point.
2. Some of you (I'm not saying who) are in the right direction in regards to cracking the clues. The shortlist of albums I mentioned in point #1 can be if you dive into discogs/wiki with both clues in hand.
So, let's assume that Clue #1 means that there was a performance at Montreux by the artist (and that the clue does not refer to generic castle, the Castle Label, a live performance album, Bill Evans, or puzzles).
Also let's assume that Clue #2 refers to the Philips label (and not Flying Dutchman label, football/soccer, tournaments, living in the Netherlands, tulips, or some other Dutch thing).
Taking the list of artists from List of performers at the Montreux Jazz Festival - Wikipedia and looking all of them up (yes, it took me a about 3 hours and yes I may have missed some but I did my best and if it required more work than this I'll just wait until the end of the month...) I came up with this list of performers who played at Montreux and their albums that were released on Philips. I limited my look to albums before 1982 due to that older than Blue Mask clue.

Out of the dead ones, Elis Regina is the only one that could be really considered world music, unless you stretch some international jazz bebop pretty far. She has frequently been regarded as the greatest Brazilian singer of all time by critics, musicians, and commentators (according to her wiki page), so she seems like a perfect choice for artist of the month.
So, which album by Elis Regina?
I think that requires cracking the coordinate clue, and I just can't figure it out. So @Teeeee , my new official guess is
Elis Regina ~ Elis & Tom. It has some songs written by a poet, it's considered one of the greatest bossa nova albums of all time, and her collaborator on the album is also dead, so, if that matters, that's covered.

Did you not look at any artists that played at Montreaux post 1982? Camaron would fit if you do and I'm sure a few others. I can't find any Elis albums that are available at all except for the 1966 one that was ruled out and the Wax Time Poema de Amor that isn't on Philips.

Are you sure those all the artist that fit your interpretation for the puzzle and UEFA clues? I mean, someone guessed a Nina Simone record o Philips. It's not her, as that album isn't World Music, but she fits other of the criteria you used for your list, yet she is not listed there.

Joao Donato - Lugar Comum is barely available and there is a Montreaux jam session with Gilberto Gil he is in apparently. No idea about coordinates clue.

Haha I'm not sure about anything. I did leave off Nina Simone and didn't investigate Muddy Waters either because they weren't world music. And Paco de Lucía could potentially fit if you stretch it out to collaborators.

If somebody else wants to tackle performances from 1982-whenever, that's cool. I stopped at through 1981 because (1) it takes a long time and (2) I want there to be some source of Elis albums I don't know about because (3) I want more bossa nova albums in my collection.

Luis Melodia should be on that list but I don't think I could find any available except Maravilhas Contemporaneas which was on Som Livre, not Philips.

Alright, just went through the 80s. Everybody that could be considered world music that wasn't on my list above is either still alive or didn't have a Philips release.
Isn't this just the best? I loved the experience. It pushed me far out of my comfort zone. And made me feel even more engaged with the great community.
I wish I knew more about World Music so I could contribute more than just silly jokes. Alas, I don't. But our forum sleuths are really impressing me this month!!!
