Is the picture Edwin Morgan?
He wrote the poem in Scottish Fiction in The Remote Part, so it makes sense.
It's a band, from Scotland, it's their fourth album and Edwin Morgan in on this song :

I know @panino guessed it a couple of days ago but I wasn’t willing to announce it until some more of the clues were got to nail it down! Now that @Skalap has done that I am confirming it!

Country. The artist doesn’t play the harp.
