A slight seam split would be VG+; a one-inch split is more than 'slight' so if everything else is OK it should be VG. Im this situation, I'd add a note "Outer sleeve has a one inch seam split, otherwise it would grade NM" or something to that effect.

I typically would grade an inch split as VG+, but am always very descriptive in the comments so the buyer knows what they're getting.
