USPS does require a phone number on international packages. Seems reasonable to attempt to make it a real number but one can enter anything to satisfy the requirement.

i've gotten asked from sellers on discogs for my phone number for international orders. Not sure if some countries or some carriers require it?

Probably legit. I usually use my own phone number when shipping international, but if receiving and asked for it, I'll give it.
