I've been privy to a great many interviewee no-shows, but not interviewer. That is absolute bullshit. Personally, I would try and find their superior and file a complaint - but I can be a pretty spiteful fuck. I'm also a fan of public shaming in a case like this.

@avecigrec I've never seen it before.
It was supposed to be a phone interview, and emailed him ~10min after he was scheduled to call. I tried calling his phone number in his work email signature. No response hours later. He left no implication that I was to initiate the call in his email.
I'll be applying for other positions. And yes, I'll be sure to call him out in a hypothetical opportunity.

My suggestion is something along the lines of "I didn't hear from you at our scheduled interview time and was unable to reach you. If a personal emergency prevented our conversation, I hope you are well." To a midwesterner that would be like a knife in the gut.
