I had to do a similar conversion for mixing TTVJ cleaning fluid.
useful (American) kitchen conversions:
3 tsp = 1 Tbsp
2 Tbsp = 1 oz
8 oz = 1 cup
2 cups = 1 pint
2 pints = 1 quart
4 quarts = 1 gallon
1 gallon = 8 pints = 16 cups = 128 oz = 256 tbsp = 768 tsp
so a ratio of 4:128 reduces to 1:32, or, inverted, about 1 Tbsp per 16 oz. So you need 1.5 Tbsp for 24 oz of water.
