You don't NEED a spin clean, but it is convenient to have. I just do a wipe-down with homemade solution + microfiber cloth.
Keep printed sleeves. It's packaging, and meant to be included with vinyl for artistic value, outside of holding the records. I keep extra packaging (folded posters, printed sleeves, art prints, etc.) outside of the record jacket, but inside an outer sleeve (which holds everything).

Buy a spin clean or save up the money for the spin clean and the sleeves and buy an rcm. But yes clean them before you resleeve. Keep printed sleeves.
